How long does international shipping take?

I have recently shipped a cellphone from my location in St. Louis, Missouri to someone in Bogota, Colombia. I believe they estimated it would take 5 to 8 business days to get there. It has now been 10 business days since it was sent, and they have still not received it. How long would this type of mail generally take to send?
