My one year old has a cold.?

My daughter is 1 and she has a runny nose, is congested, and is just feeling bad...I know that you are not suppost to give kids under 2 any kind of cold medicine...but, I feel that it won't hurt as long as you cut the dosage in half..my mom use to give it to me when i was her age and it did not hurt...but how much should I give her? I normally wouldn't give it to her..cause I know the risks..but she has been this way for 6 days now...the Doctor does not want to see her unless she is running a fever, which she is not..she just can't breathe and saline drops do not work..or atleast they have not helped..I have tried the syringe (bulb) it has not helped...I just really need some advice.
